cross compile libc for android

hi
i have ported android kernel on ARM11
now i am cross copiling and building libc which is free avalabe for
androide source code site but it has no makefile. no configure file
it has jam file and Android.mk file ,i dont understand how to buld
libc
pls suggest me how to make my libc
